Fishing pipe is the string you reach for when something is already stuck downhole. It has to transmit torque and jarring loads through a damaged borehole, often at an angle, without failing and turning one problem into two. That is a different requirement from ordinary drilling, and it is met with different material and thread choices.
Strength Without Brittleness
The material is selected for both strength and toughness, because a fishing string that is hard but brittle will snap under shock loading. The thread design and the thread surface treatment are chosen to survive repeated make-up and break-out in poor conditions, and custom threads are accepted so the string can be matched to what is already downhole.
